Build me a WooCommerce plugin to edit order on hold

currently I can edit qty and total price of each item under order which is " on hold " as attached in the screenshot. I want to develop a plugin which can make this feature more User friendly like table editor for an order where I can edit price and qty for that order and save at once. And change status of order to complete.
