Build a Website for Uploading Links with a Voting System

Hello, we are a batch of medicine students and we're around 1000 members. We study the same subjects. Each one of us sometimes makes summaries or notes in text, photos, videos or PDFs. I want to create a website with an upvoting system were we can upload such files in a specific category or chapter, and then be able to order them based on which one is voted the most.
We dont necessarily have to upload the files themselves to the website, we can upload drive or youtube links for them.
It would be preferable if ur able to let us use a telegram bot to upload files instead of going to the website itself.
