Build a Website for Giftcards

I want a website developed that will securely obtain the balance of a Visa or store gift card and display that on the screen. If possible, I'd also like a feature where customers can be given cash in exchange for their gift card balance. I have a few ideas about how this would work and I have some programming experience but not enough to figure this out completely on my own. I'd like to hire someone who can help bring this to life.
