Build me a Webapp for Multiple Users On going support needed

Stage 1: I need a web app building that will allow account users to login that will take them to their own homepage/ space (each account will have 1 admin and 1 user login) the homepage will show a task list with time slots next to it and the user can tick when a task has been completed and it will give a list of names to select who completed the task. The task will then cross out to denote it has been completed. The admin login will be able to setup tasks to appear either every day Monday to Friday or specific days only. The admin will be able to select the time slot the tasks apply to and edit the tasks if need be. But the user will have access to tick a task as completed. If a task is not completed an alarm will sound to. It oft the user (a music mp3 alarm etc)
