Build Web and mobile app for hostel reservation

I want to build a web app and mobile app to manage 3 branches of Hostels, each one has its own guest capacity, features, color theme. the web app will have 2 interfaces one for the high-level administrator that manages the system and be able to modify hostel branches. While the other for each hostel manager to manage the capacity, add new room, extend the stay and etc.
This web app I need it to be linked to a mobile app for guests to provide the best experience by managing their own reservation, see the hostel facilities, have a map and places recommendation, and even be able to buy for their stay through the app.
I want the bidders to propose :
- Portfolio of their own work or similar project with references if there
- project plan with milestones
- Technical plan for the technology they will use
- Solution Architecture for the component
- Sizing capacity for users.
- The cost of any monthly subscription for cloud, storage host, and domain
- Be able to meet before the project assign to answer questions
