Build me a Video Player and TimeLine based Editor

I need an experienced Developer who can create a video player with time line (as we see the timeline in desktop video editor) video editor for timelines for video and audio where video and audio can be cut, copied, split and change position.
I should also be able to upload my audio and videos and then play them. Also, add the site with Pixabay API to upload directly from Pixabay. Should be able to export in MP4 and in 16:9 and in HD/Full HD.
Lowest Bidder will win the project. I need full sourcecode and co py right of the code. You also need to install in my server. I have Namecheap shared server with Python, Nodejs support. I also have Namecheap VPS with 40GB harddisk and 2 GB RAM. Please write your code accordingly.
