Build a VOIP dialer & SMS messenger that relies on Twilio

I am looking to build a simple web application similar to OpenPhone (https://openphone.com) that has a phone dialer and an SMS messenger. It should be built using PHP (Laravel and Livewire) and using the Twilio APIs for programmable voice and programmable SMS.
