Build Me A Software That can be Hosted On a Web Server

Hi there. I am looking for someone who is comfortable working with Electronic Control Modules(ECM) and CANBUS as well as creating programs. I need a program that can virtually program ECMs plugged into and computer. Basically once the ECM has been plugged into a computer, the user will go online a got to a website. On that website a connection will be made between a virtual server with files and the ECM. Files will be sent from the server to the ECM but those files will not be saved on the users device/ computer.
