Build me a Patient Referral Tracking system

I would like you to create a Secure Patient Referral Tracking system.
The workflow would be this: The system receives an email with a PDF which is the patient referral note from the doctor. -> App parses it and gets details such as requested medical service/address patient name and creates a patient profile in the system-> Uses Medicare and or NPI Registry API to find nearby doctors and lists top 5 closest. The specialist needs to accept medicare. -> User calls them for fax #(Or if the NPI Registry has the fax number on file then the user can send a fax that contained the PDF from the email and or the fax is not there then store for future use also the system will need to create a patient folder that can store other documents that will also come through the email such as labs or patient notes as the specialists always request notes/ Xrays/ labs, etcetera -> Fax details to them -> and fax to the patient's home health agency a page that states the information of the specialist where the fax was sent to and it states Please remind the patient the referral, remind the patient to ask the specialist what their co-pay will be and, do they have transportation on the day of the appointment. Also the specialist needs a page that states ATTENTION SPECIALIST Please call the patient with the appointment date and amount of co pay. Then the system changes the status once the referral is sent -> Should be able to see a dashboard of the statuses.
