Build a PHP website according to our needs.

I want a PHP website to contain the following: admin panel, mixing colors (from the code provided), color search from the added image (from the code provided), paypal and card payment, 3 payment plans (like basic, advanced and pro), comments and rating. Website must be responsive (run well on phone, tablet and computer). To be secure and safe. The user should have the opportunity to post an image and add a description, and only users who pay can comment on his post and assign stars (a form of Facebook like). They will get these stars every month when they pay for the specific plan, per month or year. (the admin panel has the possibility to add or subtract how many stars each user receives on the respective payment plan). the images that are posted by users should be by category. For example: cars, houses, nature, etc. the admin should have the possibility to create these categories. The user should have his own page that can be accessed by other users, where he can add a personal description and all the images posted by him should appear on his page (as a portfolio). The admin can delete inappropriate comments. The website should have rules, about us and privacy policy (which can also be updated from the admin panel). The website should have image header (slider)made up from the posts of users who received many stars and background color that can be changed as the user wants. Footer including copyright and description and contact us section. For layout and other details we will discuss on chat.
