Build A New Frontend User Wordpress Plugin

I need a wordpress plugin to have below functions :

*** *** *** this is panel for authors (public writers), not wp master administrator

- To create wp frontend panel that allows posts upload/submission by public authors

- Author able to set post status as Public (free to view by anyone) or Private (restricted by membership or pay once to view if without membership)

- Author able to view customers subscribed to membership plan or have paid to view posts

- Author able to view sales transaction report

- Author able to request income withdrawal (from us - Master Admin)

- Me as master admin able to approve withdrawal, update withdrawal info for author request

- Reader will pay through Woocommerce installed payment gateway plugin

I have bought a membership plugin that capable to set post as free or pay to read (by membership subscription or pay once to view), but it lacks of features of :

- Frontend User Panel to upload/manage posts
- Sales Earning / Withdrawal record

Therefore I need someone to build the frontend panel plugin.

You have 2 options to develop the plugin :

1) To build the plugin features based on the membership plugin I bought;

or

2) To build the wholly new plugin for me.

You should have at least 3 years of wordpress plugin building or customization experience to do this job.

My max budget is $300, ideally paying around $250 will be great.

Don't bid if you require more than $300, because I prefer not to do this project if have to pay more.
