Build Me a MLM Website With Custom Compensation Plan

I want to build a Multi level marketing Website. It has a compensation plan where a person brings in 6 persons to move to Level 1 but he needs only 14 persons from any of the 6 persons he had brought earlier to move to level 2. It goes on and on with 14 persons till the 5th stage
