Build a Joomla site, similar to my WP one & transfer some of the content over

Having had discussions with 3 freelancers regarding my last proposal I am submitting a new updated proposal with more detail.
I currently have a WP blog/site with research content. I post there around 5-6 new posts daily. The WP theme is twentyfourteen. Link: https://envirowatchrangitikei.wordpress.com/
I have purchased a different domain name & a plan with the www.orangewebsite.com
I am seeking a quote to set up a Joomla site that is very similar to my free WP.com site (three columns, central one for posts & articles & side bars for other content as per the WP News page) and transfer approximately 180 articles from only one WP category.
The J site would need to include the content that is on the WP News and the Home pages. A menu at the top that would contain a News page (where I can add latest articles), an About page, a Contact page & a Health page with around 4-5 sub pages. I want it to be similar looking overall to the WP site, just with less categories and pages.
(I understand from my own investigations that free WP.com sites have made it difficult to transfer data from WP.com to J. You can only install a plugin to export articles if you have a business grade WP site. I could upgrade WP for 1 month in order to install the plugin, however there may be more problems with that that I cannot foresee as I am not a website developer.)
