Build me an Extension and Modify an existing extension based on already available extensions.

Hey there!, I have a chrome extension. And I want another simple extension that detects if my extension is being disabled and it shall redirect to a link. Similarly, I want a modification on mine such that if the extension made by you is disabled, it should redirect to a link. I also would want my extension to not work without the developed extension present.

And I already have two extensions that work in the same way with eachother.
