Build a Bespoke Field Service Management Software

I would like to build a Field Service Management App that will run on a local windows server backend and a Mobile application,
I need the application to store customer information, I would then like to assign log and assign new jobs to our engineers we have 10 engineers,
Engineers will need to have the ability to create invoices based on the work issued to them and then upload them back to the server which will store the invoice in the customer folder. Also any images taken onsite would need to be stored in that specific customer folder on the local server.
Customer would have the ability to sign any electronic paperwork on the engineers tablet/phone. this paperwork would then need to be stored in that specific customer folder on the local server.
