Build an AdServer (VAST)

I am days away from launching a Roku Channel. I'd like to be able to put my own ads before (pre-roll) possibly during and after videos that play on the channel. I'd like to be able to monitor how many times an ad plays, where it plays, and to rotate it among the videos. The term I see thrown around is VAST or VAST tags. If you can design an ad server that does what I want, I'd like to speak with you ASAP. Bonus if this can be done quickly.
