Build API (backend) and admin panel for an e-book directory

I have the front-end of an e-book directory project written in ReactJS, and it is almost completed. I'm looking for a PHP-ReactJS expert who can review and improve the codebase of the app, apply minor modifications and prepare the needed PHP Laravel backend (API) and the desired MySQL database.

Below find a short summary of the project:
Users are able to browse the app, search or view lists of e-books based on their authors and categories. Registered users who purchase a subscription may download books via temporary download links. Downloads will be recorded in order to apply a fair usage policy. There are multiple time based subscription plans with percentage discount feature.
Users with administration privilege can access to the admin area and manage the appearance of the app (hero banner's text and image, promoted books etc.), edit and add e-books, categories, users, authors and subscription plans.

Project output:
- A PHP Laravel API as the app's backend and the related database
- Administration area in ReactJS
- Everything connected and ready to launch (excepting data entry)
- Server Side Rendering (SSR)
