Brevo Webhook Receiver PHP Web App

I'm seeking a skilled PHP developer to create a web app that can receive webhook posts from the Brevo.com platform.
We use Brevo to send transactional emails. The job is to code an app that can receive webhook posts from the Brevo.com app.
1) We would like the app to receive updates from the Brevo webhook for emails sent that return the following statuses: deferred, soft bounce, hard bounce, invalid email, blocked, complaint, or error.
2) When the app receives a post from Brevo it needs to send an email to a specified email address.
3) The email needs to contain the following details:
a. Date and time Bevo attempted to send the email.
b. Senders Email.
c. Recipients Email.
d. Reply To Email.
e. Subject.
4) Also store the details of the posts received in a MySQL database.
