Bootstrap 5 Migration & Design Preservation

I'm seeking a talented developer to speed up the migration of my web application from Bootstrap 1.21 to Bootstrap 5. The new coder should be able to maintain the original design as closely as possible while adapting to the new Bootstrap 5 codebase.
Key Requirements:
- Expertise in Bootstrap, particularly version 5
- Strong skills in PHP, as the codebase will also need to be updated to PHP 8 as the next project.
- Excellent attention to detail to preserve the original design, specifically the color scheme, layout structure, and typography
- Artistic skills to format the website aesthetically in line with the original design
- Ready for fast paced development, current progress is going to slow, and Developer seems to be charging long hours for little work progress.
The main objective is to ensure the design looks as close to the original as possible while still incorporating the new programmer's design where applicable. I need a developer who can overcome the current challenges of slow progress and difficulty in maintaining the original design. I am not looking for a new design, but rather a faithful adaptation of the original layout.

Challenges you will face, old code, a lot of undocumented source with only minor code comments that are personal as this was originally developed by 1 person. So deep knowledge is required.
You won't really need a Dictionary for it as everything is labeled in plain terms in the system for the database terms thankfully.

Interview required to be accepted for project and tour of product with current developer. You will work with him, and if working better/faster simply take over after you become familiar with the product.
The project has a flexible timeline, allowing the developer to work at a comfortable pace while maintaining quality. Special attention should be given to forms during the migration. The project should be completed within 1 month. Minor layout tweaks are permissible to fully utilize Bootstrap 5 features.
