Bitcoin API PHP developer

We need to develop php-based back-end solution for API project with features:

- creating bitcoin wallets
- recovering bitcoin wallets (seed, private key)
- rescanning wallets
- generating bitcoin addresses (Legacy, Segwit, bech32)
- creating / signing / broadcasting transactions
- getting tx details
- checking current fees & transaction speed, including estimated time to confirm
- instant notification for address/wallet (derivation scheme) balance change
