Bingo/Keno payout calculator

I have a Bingo/Keno game that i sell tickets and i need to manage the winnings/payouts. Say i sell 1,000 tickets, i need a software to tell me which 20 numbers "to draw" so the payout is the smallest possible.

Tickets are 10 numbers from 1-80.
the pay scale looks something like -
winning numbers = payout
0 = $$
1 = 0
2 = 0
3 = 0
4 = 0
5 = $
6 = $$$
7 = $$$$
8 = $$$$$
9 = $$$$$$
10 = $$$$$$$

Let me know if this is possible.
