Billing and HR Software

I require a billing and HR software with features that allow for invoicing, time tracking, and payroll management. Compatibility with a specific system or platform is not necessary, as I am only expecting 1-10 users to access the software. If you have an existing software package that meets my needs, it would be ideal, though I am open to suggestions. Thanks for considering me for this project!
