Basic Animation Cartoon Web Page

Need a webpage that creates a standing cartoon person making arm motions.
The pitch, yaw and roll timestamped samples will be input as a csv file or
entered on the webpage. The script/program will read the csv file and create the person's motion on the webpage. There will be 4 views of person on the page : front/back and 2 sides
Animation control buttons: Play, Pause, Reset, Go

Deliverables :
1.) Source Code/Scripts and install steps
2.) Sample input csv file

Platform : Either Debian/Ubuntu or Android
