Autoresponder code written in .net for Windows Server -- 2

We would like to do the following on an Office365 Exchange Email account:
When a user sends an email (to the dedicated email address) to us WITH an attachment we want to reply to their email with an auto acknowledgement email template and also prefix the subject accordingly. However, when a user sends an email (to the dedicated email address) to us WITHOUT an attachment we want to reply to their email with another template and also prefix the subject accordingly.
The code should allow for an easy way to monitor the code is active and working, and any errors. In addition, we would want the ability to easily change the template wording, etc.
