1. Background
The Etimad platform (https://tenders.etimad.sa/Preplanning/PrePlaningForVisitor
) publishes pre-planning and upcoming tenders from Saudi government entities.
The goal is to develop a fully automated system within two days that extracts tender data, stores it in a structured Google Sheet, and sends email alerts when new opportunities appear that match specific keywords (to be provided).
2. Objectives
Automatically extract all relevant tender data from the Etimad Pre-Planning portal.
Store and update the extracted data in Google Sheets on a scheduled basis.
Detect and highlight new tenders.
Send email alerts for new tenders containing specific keywords provided by the client.
Deliver a functional, reliable system within two days.
3. Deliverables
3.1 Data Scraping System
Identify the correct data source or API behind the Etimad Pre-Planning page.
Build a working scraper that captures key details such as:
Tender Title
Government Entity / Client
Region / City
Publication Date
Expiry Date (if available)
Status / Stage
Link to tender details
3.2 Google Sheets Integration
Create and structure a Google Sheet with the above fields as columns.
Automate updates to the sheet (minimum once every 6–12 hours).
Avoid duplication during updates.
3.3 Keyword-Based Email Alerts
Compare each update with previously stored data.
Send automatic email alerts when new tenders include keywords provided by the client (e.g., “heritage”, “consulting”, “design”, “evaluation”, etc.).
Allow keywords to be easily edited in the Google Sheet or in the script.
Keyword list will be provided by the client.
3.4 Automation
Use Google Apps Script or Python (depending on feasibility).
Configure automatic execution (via time triggers or scheduler).
Verify that updates and alerts run automatically without manual input.
3.5 Documentation & Handover
Provide clear written documentation including:
How to adjust keywords and alert settings.
How to change update frequency.
Basic troubleshooting steps.
Conduct a short demo or screen recording showing how the system works.
4. Technical Requirements
Script may be developed in Google Apps Script, Python, or Node.js.
Must handle JavaScript-rendered pages or API-based data.
Should use Gmail or SMTP for sending alerts.
Must include basic error handling and logging.
5. Performance Criteria
≥ 95% accuracy in data extraction.
Automatic updates without manual execution.
Email alerts sent within one hour of detecting new relevant tenders.
Fully functional delivery within 2 days from project start.
