Auto crop page of stamps

I have a large scanned image (2400dpi) jpg from a scanner. I want to have all of the stamps rotated to have vertical sides. No expectation of stamp is upside down or sideways. The crop should have an adjustable border that can be specified in pixels or percentage of stamp width. The software should run on a windows computer or possibly a MATLAB script. Typical starting scan might have 50 stamps.
