Auto Redirect Web App -- 2

I need a web-based application to embed into my site. This app should help users access my website even if it's blocked by their provider.

Requirements:
- Access cache if site is blocked
- Display popup: "My website is blocked"
- Redirect to a mirror site

Preferred Technology:
- JavaScript (React, Angular, or Vue)

Ideal Skills and Experience:
- Strong background in JavaScript frameworks
- Experience with web app development
- Knowledge of caching mechanisms and site redirection
