Application healthcare professionals | SOAP protocol

We need to develop an application that uses the SOAP protocol to send and receive messages via a secure email service designed specifically for healthcare professionals. It enables healthcare providers to exchange medical information securely and confidentially.
Requirements
- PHP / MySQL
- Syncs with orders (health tests) in WooCommerce
Some features we need
- Every ordered item is a Kit with a Health Test
- We need to print labels with generated random (unique) Kit Codes and consecutive Test Codes (barcodes for test tubes).
- Scanning barcodes and filling data in automatically
- User Accounts
- 2FA (code in email)
- Generate XML from the data and send this
- Received XML needs to be displayed in a nice way. It is not yet clear what the received data looks like. This should become clear in the test phase.
