Apache/PHP Server Config Expert

Need some help with settings on our VPS server.
We will stick with our current hosting and it just needs to be configured better for our high-traffic Joomla and WP sites.
We are on php 7.4 with various memcache settings.
We are getting continuous memory errors that we did not get before (traffic is the same).
Your job is to look at the server config, advise changes/discuss with us, execute changes/monitor, provide documentation of said changes, and then be available for any tweaking going forward.
You must be available during normal business hours (please provide in your bid) via normal communication methods to jump on anything urgent.
