Advanced Web Form & Travel Time PDF Generator (Google Maps API)

I need a skilled web developer who can create a sleek, modern web form. This task requires knowledge of Google Maps API integration and PDF generation. The web form should offer advanced functionalities like:
- Text Input fields: Users can enter the necessary data as per an online form which will then generate a PDF
- Drag and Drop Tiles: Users should be able to rearrange fields on the page. Once rearranged this data needs to fall into place and be used as part of a new "formula".
Example: Depart Destination #1 on Weds, Feb 14 at 0700 and Arrive at Destination #2
A. Display the most accurate travel estimate, If Gmaps says it's 20 to 40 mins this site then needs to generate the average time using a formula similar to 40min - 20mins / 2 = 30 mins estimated travel time
B. The user will have multiple routes to organize and display via a typed PDF:
Dest. #1 to Dest #2. | Dest #2 to Dest #3 | Dest. #3 to Dest #4 | and so on...
C. If the user decides to change a travel route; for example drag Dest #3 to the next location after Dest #1 the site must update the travel time accordingly. Dest #3 would now be #2 and the original #2 would now be #3 and so on

Aside from data entry, the form will use Google Maps API to calculate accurate vehicle travel times considering various factors. The travel time data needs to be represented in a list format.
Once the form is submitted, a PDF with all the data, including calculated travel times, should be generated. This project will require someone with a strong grip on API usage, UI design, and a good understanding of UX to keep the form user-friendly. JavaScript and Python professionals will be the ideal fits for this project. Experience in working with Google APIs will be a beneficial edge.
