Advanced Employee Scheduling System Development

I am a production supervisor and every day I am at work I must make a new schedule to consistently stay 14 days out on schedules that are made in advance. We have three separate color groups of employees on 3 different shifts. The color groups are Red, yellow, and Blue and the shifts are 1st, 2nd, and 3rd. Each color group has eight employees on it. This means we have a total of 24 employees on each shift and grand total of 72 employees in the department. In most situations we have two color groups working each shift, except on Wednesdays when all three-color groups are working. That means on Wednesdays we have a bunch of extra people that we either double up on jobs or assign them special tasks those days. The reason for all color groups being there is mainly to schedule trainings, or department meetings when all employees are scheduled to be at work. Unless of course, they are on vacation, or call off for that date.
When I make the schedules I have multiple factors that are considered.
1. I must consider which color groups are scheduled to work (Absenteeism and schedule sheet).
2. I must consider their seniority and job preference based on seniority (Preference sheet)
3. I must consider their qualifications (Preference sheet).
4. I must consider absences (absenteeism and schedule sheet).
5. I must consider all open spots on schedule (schedule format).
6. I must consider if there is an open spot that a “/” symbol, so we can fill that spot with overtime from the shift before and after (schedule format)
The program will pull from color group spreadsheet, absence spreadsheet and place the names in another exact formatted spreadsheet that has the assignment slots.
