Adult Classified Ad Website Development -- 2

hi all,
I need someone to create a classified ad website, with an admin dashboard, user login and more. The functions are quite basic and simple, as the website should have similar functions (but not identical) to the site: fgirl.ch. I need my own site with its own features. Here are more details about what is needed:
1. Admin dashboard:
I absolutely need an admin dashboard from where I’ll be able to edit the site (post new pages, add / remove ads, add / remove users, do SEO…).
2. Payment method:
We need to implement a payment method, I will share the details later about which processor to integrate.
3. SEO:
I need SEO on all pages, so it’s mandatory to have a plugin like there is on WordPress with the Yoast plugin (focus keyphrase, Google Preview, SEO title, slug…).
4. Multiple languages:
We should have a plugin that will auto convert in multiple languages. Default language is French. Other languages to have: English, German, Italian, Spanish, Portuguese, Arabic, Russian, Chinese.
5. Classified ad categories:
We must have different ad features, depending on the ads category, with badges on the main ad picture. Here are all the features to have:
New: all newly inserted ads, the badge must stay for 5 days after the ad is published.
Verified: small green sign on the ad indicating that the advertiser is verified.
New pictures: we must indicate when an advertiser published a new picture, or changed a picture. the sign must stay 24h → this feature does not exist on the mentioned site.
Colored frames: we must have 1 color per ad category (girls in pink, escort salon in purple, guys in blue, trans in yellow); if the advertiser registered as a girl for example, the frame around her ad will automatically be pink.
6. Security and backup:
It is crucial that the site is secured of course, and has a daily backup, in case we get hacked.
7. Technology:
Ideally, it will be in WordPress, maybe Laravel if I can have an Admin dashboard, using an existing template to facilitate the design.
8. Classified ads pictures and videos:
Users should be able to post pictures and videos. The videos should be regular videos with a standard player, and NOT stories like on social media.
9. Filters:
We must have filters when a user is in an ad category. All categories and filters will be shared later.
10. Finances:
I must have the possibility to apply coupons and promotions (example: 20% off for Christmas etc). TBD with the payment processor we’ll be using.
A detailed tech scope will be shared, but you have the main idea here: I need a classified ads website with regular features, and some custom features, but nothing too fancy.
The code should be on my GitHub repo please, and database (if any) should be hosted with me.
