Address Structure Plugin for Woocommerce Checkout

Ceate a plugin which gives woocommerce checkout page a city structure like below but with ability to add shipping charges for each Neighborhood/Mahalle

1. It needs to give the same list of city/location/address structure for users in woocommerce checkout page
2. It needs to have option to disable checkout for empty or null inputs
3. It needs to give two kind of shipping fees that can be added to Neighborhood, Fast Delivery Fees and Normal Fees. (if fast option is disabled by choice then no need to display on checkout cart)
4. grouping option to be able to group address and add group shipping cost.
