Add functionality to PHP project.

I need assistance making multiple updates and improvements to a php webapp.
Our webapp is a comparative rating application where users may enter their state of residence (US states only) and five criteria about one or more horses they wish to insure (age, breed, sex, use and value) and obtain an instant online quote for equine mortality insurance from up to six different insurance companies (a live example of this may be found at eisdev2.com/quote). The quotes are displayed in a separate tab for each insurance company. The user may add optional coverages at the horse level for each insurance company that offered a quote, and is also provided with a set of instructions and application forms to start their insurance policy.
The webapp is written in PHP / XML with some Java and has a front end that is written to match the appearance of the Wordpress site with which it shares a domain.
Updates / Enhancements
Here is a general list of updates / enhancements that need to be made. The specifics for each of these tasks may be found in the attachment.
1. Add “Kentucky Municipal Tax”
2. Add ability to use “excluded characters” in horse name.
3. Add “Minimum Horse Value”
4. Change name of “hunter jumper” to “hunter/jumper”
5. Make webapp responsive.
6. Text on “Add / Edit Optional Coverages” page should display correctly. Current bullet points aren’t displayed correctly
7. Add “Requires Other Coverage” value to endorsements
8. Sort “Application Forms Required” into three categories:
a. Brochures / Flier / Instructions
b. Application Forms Required (for all horses)
c. Application Forms Required (for this horse)
9. Edit Horse Info (name, breed, age, sex, sum insured, primary use and additional information)
10. Add the ability to display additional endorsements depending on the coverages selected.
