Add Validation Before Save Adress In Prestashop -- 2

I'm looking for an experienced Prestashop programmer to add validation before the save address in my Prestashop store. I need a custom validation that calls an API rest with JSON. Important to note, I don't need any other operation to be done with the data and also I don't need any documentation for the validation process. So the programmer must be experienced with Prestashop and with similar custom validation operations.
