Activate Google Workspace YouTube -- 2

I recently moved my business email over to a freshly created Google Workspace that uses my own verified domain, but I keep hitting a wall when I try to turn that same login into an active YouTube channel. Google keeps redirecting me to the article below instead of letting me finish setup:

• Verified the domain in Google Workspace
• Confirmed the Workspace user has standard Admin privileges
What I need from you is simple but time-saving for me: please jump into the Admin console (or wherever the block is happening), eliminate the error, and hand back a YouTube account that can upload, publish, and customize a channel without further hurdles.
