AWS S3 Based File Management System -- 2

I'm looking for an AWS expert to create a file management system using S3 buckets for internal team use. This system should allow us to upload/download files, organize them into folders, and set permissions.

Key Requirements:
- Upload Download manage File in S3 Bucket
- Experience in designing file management systems
- Can add, and edit metadata of the files
- Search Filter according to metadata
