API integration in woocommerce site via Webhooks

What i need is once an order is placed on the site, A couple of API calls should be run via webhooks (order_completed_status) or any similar webhook.
The api's are ready and available for reference here..

Need to create a wallet account and execute a transfer via this..
Should be straight forward for someone who knows what to do..
Terms for the project
1) need an individual who'll work on the project himself and no forwarded references.
2) pls go through the site and api documentation to check if you're getting what to do.
3) developer should be available on whatsapp etc for quick communication
4) needs to be started immediately... Not willing to wait days for it.
5) payment only after completion of project... Have had 2 bad experiences already!!
