2 API integration plugin for gift cards (serial numbers) with dashboard

i need to create a plugin to sell digital cards on my wordpress store
we are looking for developers to create a plugin that makes the customer buy digital products from my website while the digital products pulled from integrated server belongs to another website
the developers up to make it in the proper way will be paid well
the workflow will be
partners= (mintroute) or (bitaqaty or onecard)
1- my website integrated with 2 partners servers
2- a customer add products, if available in the inventory of (partners) will be added to the customers cart
3- after payment completed the serial number will be dilevered to a plugin of woocommerce serial numbers on the website then to the customer directly (it must be in the order recieved by defualt)
4- serial numbers will be metadata to be exported when needed
5- a dashboard to look at reports of sales and source of serial number due partners
6- the plugin i18n standard , vary as language of wordpress (arabic and english)
