I am in need of a photoshop expert

We are trying to clean up an old fuzzy/blurry/grainy photo to capture my mother for her Memorial picture frame. We fear that if we attempt to have it blown up to 16x20 that it will become to pixelated. She passed on Sunday June 20, 2021 and her service is scheduled for Saturday July 3, 2021. We need enough time to get it blown up to size - usually a 24 hour turn around.

We have an alternative, but this is the one we really want.
