I need a photoshop designer for editing a current image to necessary specs

I have attached the picture which needs the job to be done. This is a picture of an old matte framed picture. This picture is for memorial.
My dad's picture is to be cropped and the background changed to apt solid color.
The picture will require quite some touch ups wherever required.
The shirt and other places have faded.
The khaki has to be a bit darker.
Name plates, stars and mission colors needs to be visible properly and color corrected wherever required.
The dark line under the face is the shadow which needs to be color corrected.
The picture should be of a good quality and upscaled so that it can be printed in 12x16 size
