I need a photo restoration artist

I'd love to have this photo restored to give as an anniversary gift to my aunt. The pic was on a photo board at my grandpa's funeral but since got lost. This was a zoom into the photo board hence the extreme blurry poor quality with no facial detail. I'm attaching references from the same year in the comments in hopes it's not impossible to fix.
