I need a graphic artist to take a sketch I have, convert it to digital and add color.

This is a design for a t-shirt. The sketch is roughly what I want it to look like but I need someone who is able to take the image into a photo editor of some kind, digitize it, and clean it up in order to add color. I have some guidelines for the specificity of some of the colors I want but am open to suggestions/artistic liberty in other regards. I can be more specific as to what I am thinking upon inquiry.
