Video or image optimization to detect the license plate number of a vehicle.

We need to know the license plate number of a vehicle that stole several items in a business area. We have the video with good resolution but when zooming in on the vehicle we cannot read the vehicle's license plate number. The objective is to obtain the number of plates using some program, software, artificial intelligence or digital image processing.
