Trim neck in photo

I have a high quality photo that needs some neck trimming. I'm looking for a talented freelancer who can help me with this project. Specifically, I would like the freelancer to trim the neck fat in the photo, but I do not want any additional editing or retouching on the photo. The photo with the American flag is the photo I would like edited. The other two photos are for reference to accurately show my "figure", but because of the 45-degree pose for the official photo, it twists my neck and makes it look like I've gained weight. If you're a pro at photo editing and neck trimming, I would love to work with you!
