Statue Photo to Oil Painting

I need a photo of a statue cleaned up and transformed to look like an oil painting. The statue should be freestanding and the background needs to be changed as if this was an artists rendition of this piece of art.
The final image will be used for digital display.

Requirements:
- Add an impasto effect for texture
- Make background changes
- Adjust lighting
