Software for ID Cards

Hello there,
My name is Chetan. I am from Jaipur (India).
I want a software to reduce my work time.
My work is to print ID Cards. A shop keeper sends me 1 or 2 or 3-4 cards on my mail id. This is my daily basis work. I download them from my mail and then I rename the file with sender's name along with password (if any).
I download every hour and give this files to my work associates. They open those files (Either pdf or jpg or png) in to Photoshop. They make front and back layer and arrange them in my own 105 card's Photoshop file. They arrange layers according to card size (86mm x 54mm). Entire day they do only this work. I want this work to be done automatically.
I want my 105 card's file can be arrange or rearrange.
I want each 105 card's box can be stretch or shrink from any four side (Stretch or shrink in pixels).
I can show deeply on google meet or anydesk.....
For this work my budget is upto Rs. 30,000/-.
