Remove/Color Gray Hair in a Photo

There's a photo of one of my clients with some gray hair and some gray facial hair. I need that changed and the gray hair made black/brown as other non-gray hair in the photo. Also need the photo color corrected and suitable for a facebook profile photo. Budgeted the project for 2USD as the project is small. Newcomers welcome. Excellent review for job well done.
