Redraw image into scalable format

I need the attached image redrawn into a format that I can scale to any size that I need. I need the redrawn image to look exactly like the example so there needs to be a lot of attention paid to the details.
In terms of the formats that I can accept is EPS / AI file or a PSD with all layers and elements being smart objects that can be scaled to any size that I need.
Please note that if you go the EPS file route I wont accept any work done using the vector mask tool.
