Redraw JPEG into scalable format

I need the JPEG (Image to recreate.jpeg) of this monkey to be redrawn into a format that can be scaled to any size that I need with out losing out on quality and avoiding pixelation, if you can convert it into a vector format that's ok, if it's done on photoshop ill need the file back in a PSD format with ALL layers as smart objects so that I can scale the PSD to any size that I need.
The final file has to look like the JPEG (Image to recreate.jpeg) so attention to detail is essential, if you will be using Illustrator I can not accept work made with the live tracing tool, along with this I have attached a file of previous work (Wrong Example.jpg) that I can not accept, I hope with this information makes its clear what level of work I'm looking for.
